What to know about the Daly City minimum wage
Daly City's wage began in an unusual month. Ordinance No. 1425, adopted January 14, 2019, took effect on February 13 that year at $12.00, then stepped up to $13.75 on January 1, 2020 and $15.00 on January 1, 2021.4 From 2022 the rate switched to yearly inflation increases.1
Those increases are tied to the August-to-August change in the San Francisco-Oakland-San Jose index and limited to 3.5% a year. The steps since 2022 have stayed close together: $0.53, $0.54, $0.55, $0.45 and, on January 1, 2026, $0.43, which brought the wage to $17.50.1 The code requires the city to publish each new figure in October and the posting notice by November 1; the January 1, 2027 rate is $18.10, a step of $0.60.1
Daly City handles complaints itself, through the City Manager's Office at [email protected].1 The ordinance lets the city order reinstatement, back wages and penalties, and it names temporary and staffing agencies as covered employers. Tips cannot be counted toward the wage, and neither can fringe benefits such as health insurance or paid leave.4 Workers who prefer can sue in civil court instead.
Compared with California
When a local minimum wage, the state minimum wage and the federal minimum wage differ, the employer must pay the highest one that applies to the work. For most covered work in Daly City, that is the local rate, but some jobs have a higher statewide minimum (see below the table).
| Minimum wage | Next change | Per hour now |
|---|---|---|
| Daly City | $18.10 on January 1, 2027 | $17.50 |
| California (state) | $17.40 on January 1, 2027 | $16.90 |
| Federal | None scheduled | $7.25 |
California also sets higher statewide minimums for some jobs, which apply in Daly City when they exceed the local rate: Fast food restaurant employees ($20.00); Health care: large systems, dialysis clinics and large-county facilities ($25.00); Health care: community, rural and intermittent clinics ($22.00); Health care: other covered facilities ($23.00); Health care: safety net hospitals and small-county facilities ($19.28). See the California page for the rules.

How the rate changes
Each January 1 the rate rises by the August-to-August increase in the San Francisco-Oakland-San Jose Consumer Price Index or 3.5%, whichever is less, and it never falls. The city must publish the next year's rate in a bulletin in October and the posting notice by November 1.
