What to know about the Saint Paul minimum wage

Saint Paul's Minimum Wage Ordinance, signed in 2018, did not raise every employer to $15.00 at once. It set four phase-ins, by business size. The largest employers and the City itself reached $15.00 on July 1, 2022; businesses with 101 to 10,000 employees followed on July 1, 2023, and those with 6 to 100 on July 1, 2025. Micro businesses with five or fewer employees get there last, on July 1, 2027.1

Once a group reaches its target, its rate is indexed to the inflation percentage Minnesota's Department of Labor and Industry calculates for the state wage.1 The groups also keep different calendars: macro and large rates change on January 1, small and micro rates on July 1. The result is that small businesses match the large-business rate only six months later, $16.37 from July 1, 2026 and $17.02 from July 1, 2027, while large businesses reach $17.02 on January 1, 2027.32

Size depends on all employees, not just those in Saint Paul, so a five-person shop that belongs to a larger business is not a micro business. Workers aged 14 to 17 may be paid 85% of the small-business rate, $13.95 from July 1, 2026, for their first 90 days. Tips and health benefit payments never count toward the wage.1

The Labor Standards Division of the Department of Human Rights and Equal Economic Opportunity enforces the ordinance and the city's sick and safe time and wage theft rules, which share one required workplace poster.1

All 2026 rates

Business size decides the rate. Macro businesses (more than 10,000 employees, plus the City of Saint Paul) and large businesses (101 to 10,000) pay $16.37 from January 1, 2026 and $17.02 from January 1, 2027. Small businesses (6 to 100) pay $16.37 from July 1, 2026 and $17.02 from July 1, 2027, six months behind. Micro businesses (5 or fewer) pay $14.25 from July 1, 2026 and $15.00 from July 1, 2027.

Size counts every employee, including those outside Saint Paul, usually by the average weekly headcount in the prior calendar year. Restaurants with fewer than 10 locations have a special counting rule, and related businesses run as one enterprise count as one employer.
